Position Purpose
· In Vietnam, SHIRE OAK INTERNATIONAL (SOI) is developing a broad portfolio of solar energy projects for factories and educational institutions across the whole country, with many projects located in industrial zones.

· SOI’s operations and its projects are required to meet the requirements of national laws, the International Finance Corporation (IFC) Performance Standards; the International Labour Organisation (“ILO”) Core Labour Standards; the ILO Basic Terms and Conditions of Work; and the United Nations (UN) Guiding Principles on Business and Human Rights.
· You will be responsible for implementation of health, safety, social (e.g., labour and working conditions, human rights, gender, women’s empowerment, etc.) and environment (“HSSE”) management and be responsible for coordinating the compliance with and implementation of the HSSE policies and management systems of Shire Oak. · The primary purpose of the role is to support SOI to achieve full HSSE compliance and zero incidents on its projects. · You will be responsible for managing staff such as H&S officer and social compliance officer. · You will be in responsible for the HSSE system implementation for SOI in Southest Asia (Vietnam and Indonesia). |
Key Responsibilities
- Lead the department on the implementation and compliance with the SOI HSE-related policies, procedures and processes, initiatives, etc. in line with legal, investor and other requirements and any HSE/Social Compliances Code applicable to the business / required by clients.
- Implementation and coordination of the HSSE management system and related procedures, such as the Working at Height (WAH) risk management procedure.
- Further developing the HSSE management system and related procedures (including due diligence and site screening), where required.
- Responsible for identifying and managing HSSE risks (including for WAH) and ensuring that risks have been adequately addressed.
- Manage and monitor compliance with HSSE legal and regulatory requirements.
- Manage HSSE permit requirements and make sure they are up to date and renewed as required.
- Work with Shire Oak’s project/engineering teams, technical advisors, EPC contractor(s) and others working on site to make sure that HSSE is being managed in an integrated and collaborative manner across all disciplines and contracting parties.
- Provide input (if required) in the finalisation of the project design to ensure engineering and technical controls are adequately incorporated and are compliant with international safety standards/technical specifications.
- Provide HSSE review/input into the selection of the contractors to be appointed by SOI.
- Develop an HSSE training needs analysis and training materials as well as providing training to SOI and contractors on HSSE-related topics.
- Conduct ongoing monitoring and evaluation of HSSE performance of Shire Oak and the EPC and O&M contractors (and subcontractors) through site/workplace inspections and audits, accordance with all HSSE (including labour, human rights and social compliance) requirements, and preparation of reports.
- Communicate and discuss HSSE audit findings and corrective actions with HR/the SOI project team/SOI management.
- Monitor the implementation of and collating evidence for any corrective actions, which are required.
- Routinely communicate with the SOGA 3 ESG Sub-Committee as required.
- Take action to immediately notify the relevant parties of any HSSE accidents or incidents, in accordance with defined processes.
- Proactively take action in cases where HSSE issues are escalating, to avoid risks to people or property.
- Lead on accident/incident investigation planning and review of the report(s).
- Collect, compile and report performance data and information to support project reporting obligations, including to the relevant external parties (including SOGA 3).
- Engage with external stakeholders as required in relation to the project, including liaison with regulators, local development agencies, NGOs, and project-affected persons (if any) as a representative of Shire Oak.
- Hiring (including preparing RFPs and TORs) and management of consultants conducting HSSE related work, as required, to make sure it is being undertaken in accordance with Shire Oak’s requirements.
Requirements
- Bachelor’s Degree in HSSE,-related fields. Master degree is preferable.
- Further H&S qualification preferred (e.g. NEBOSH)
- At least 10 years’ experience and ideally at manager level.
- Excellent knowledge in management systems, such as ISO 90001, ISO 140001, ISO 450001, SA 8000
- Knowledge of HSSE laws and compliance.
- Onsite audit experience.
- Excellent oral and written communication skills in English and Vietnamese.
- Strong organization and analytical skills.
- Excellent interpersonal skills.
- Ability to manage and handle multiple tasks concurrently.
- Outstanding problem-solving skills.
- Desire to work within a team with a result-driven approach.
- A high degree of integrity.
- Willing to travel to SOI’s construction and O&M projects and factories to undertake audits (work-related travel expenses to be covered by SOI in accordance with SOI policies).
- Exceptional attention to detail.
- Proficiency in Microsoft Office and comfortable to learn new technical systems as needed.
